A big part in throwing suspicion off an agent is giving them a legitimate reason to be acting suspicious. A married man routinely checking behind him for tails is suspicious, especially if he’s only a “cultural attache”. On the other hand, if he appears to be married, and he’s found to be having an affair…..well then, that is a totally different story.
That was the case of “Hans Kruger” supposedly a loyal member of the East German communist party bureaucracy . The Stasi took careful notes of his movements—and especially of his liaison with “Inge Beck” supposedly a secretary at a law firm. Of course, they couldn’t have known that “Inge” was actually Todd; that magic allowed American agents to reinforce their cover; and that “Hans” had slipped “Inge” a flashdrive full of classified info as he began kissing her neck….
